Application Problem 1: State Employee and a Potential Conflict of Interest?
An inspector named Mary, who works for the county office of the states Alcohol and Beverage Commission, also serves as a volunteer at a local a local animal rescue organization. The animal rescue organization holds a gala every year, among other events, to raise money for animal protection, adoption, and medical care. The annual gala, for which Mary is serving as the event planner, is a widely recognized and well-attended community event.
Mary decides to consolidate her efforts by personally dropping off invitations to the gala to the businesses in her district and asking them to make contributions by placing ads in the event program. She is enthusiastic and upbeat about the upcoming gala but is also very knowledgeable about the businesses she covers since she has been the primary inspector for the past five years. As her manager, you accompany her on a couple of last minute calls to local businesses. While business owners are cordial, you are uneasy about her being both the area inspector and the event planner for the local animal rescue organization.
1. Is there a potential ethical conflict-of-interest issue here?
2. Under what circumstances should Mary be an advocate for the animal rescue league, and under what circumstances is it not appropriate?
3. As her manger, what might be some of your concerns might you have with Mary asking business owners in the district to contribute to the animal rescue organization?
4. What are your options in dealing with this situation?
5. What, if anything, should you do?
