Application Problem 1: State Employee and a Potential Conflict of Interest?
An inspector named Mary, who works for the county office of the states Alcohol and Beverage Commission, also serves as a volunteer at a local a local animal rescue organization. The animal rescue organization holds a gala every year, among other events, to raise money for animal protection, adoption, and medical care. The annual gala, for which Mary is serving as the event planner, is a widely recognized and well-attended community event.
Mary decides to consolidate her efforts by personally dropping off invitations to the gala to the businesses in her district and asking them to make contributions by placing ads in the event program. She is enthusiastic and upbeat about the upcoming gala but is also very knowledgeable about the businesses she covers since she has been the primary inspector for the past five years. As her manager, you accompany her on a couple of last minute calls to local businesses. While business owners are cordial, you are uneasy about her being both the area inspector and the event planner for the local animal rescue organization.
1. Is there a potential ethical conflict-of-interest issue here?
2. Under what circumstances should Mary be an advocate for the animal rescue league, and under what circumstances is it not appropriate?
3. As her manger, what might be some of your concerns might you have with Mary asking business owners in the district to contribute to the animal rescue organization?
4. What are your options in dealing with this situation?
5. What, if anything, should you do?

Discuss How has securing energy needs been shaping EU action in the Middle East?

Comment:
I would like to request a research paper (doctoral level) of 5.000 words on the following subject:
An analysis of EU actorness in the Middle East based on Bretherton & Voglers theoretical framework
Bretherton and Vogler have developed a theoretical framework for the analysis of EU global actorness which is based on three concepts (opportunity, presence and capability).See book: Bretherton, C., & Vogler, J. (2006) The European Union as a global actor, London: Routledge.
This research paper should include an assessment of EU actorness in the Middle East based on that framework. The paper should discuss the following questions:
– How can the role of the EU in the Middle East be qualified? What kind of actor is the EU (as compared to a super power like Russia)?
– How has securing energy needs been shaping EU action in the Middle East? How is the EU competing with Russia?
– What are the opportunities for EU actorness in the Middle East region (security, humanitarian, economic, energy etc)?
– Which tools/instrument has the EU to shape its actorness in the Middle East (economic, political, normative, security, etc.)
– What are the involved EU institutions? how is EU foreign policy shaped with EU member states?
– How is the EUs humanitarian role shaped in the Middle East? What are the instruments for action? How is this linked with EU security?
– How could normative and self-interest objectives of the EU be reconciled and explained in general and in the Middle East in particular?
– How does the EU interact with sub-state or non-state actors in the Middle East? empirical evidence!
– What is the added-value of EU engagement with non-state actors?
